EU Agreement Aims to Revolutionize Air Travel with Green Aviation Fuels
In a landmark move, European Union negotiators have successfully forged an agreement designed to decarbonize the air travel sector. This initiative aims to significantly reduce heat-trapping emissions by fostering the growth of Europe's green aviation fuel market. The agreement, known as the ReFuelEU Aviation proposal, was reached after late-night negotiations between the European Parliament and the Council and now awaits approval from EU member countries, typically a formality in this process.
The ReFuelEU Aviation proposal introduces new regulations that will require aviation fuel suppliers at EU airports to provide a minimum percentage of sustainable aviation fuels (SAF) as part of their fuel offerings. The plan outlines an incremental approach, with the initial target of 2% of total fuel supplied being derived from SAF by 2025. This target will gradually increase to 6% by the end of the decade and ultimately reach a substantial 70% by 2050.
Another crucial aspect of this agreement is the legal requirement for aircraft operators departing from EU airports to only carry the fuel necessary for their flight, preventing the excess weight of additional fuel, known as "tankering," which results in unnecessary emissions. Furthermore, the proposal mandates that airports must ensure their infrastructure is equipped to handle the distribution of synthetic jet fuels.
The EU officials involved in this groundbreaking agreement are hailing it as a "turning point" and "another important step" for European aviation. These measures are strategically designed to reduce Europe's dependence on fossil fuel imports, which in turn will bolster energy security.
Frans Timmermans, the executive vice-president for the European Green Deal, emphasized the significance of these measures: "Fuel suppliers at EU airports must provide an increasing share of sustainable aviation fuels, and aircraft operators must increase their use. The EU is ready for take-off towards a more sustainable future for aviation."
This initiative is in line with the goals of the Paris Climate Accord, which calls for a significant reduction in greenhouse gas emissions to limit global warming to 1.5 degrees Celsius. Achieving this temperature threshold is essential, as it helps prevent potential tipping points where minor changes could lead to dramatic shifts in Earth's ecosystems.
As of 2021, aviation accounted for more than 2% of global energy-related CO2 emissions, with the aviation sector growing faster than other modes of transportation, such as road, rail, and shipping. The adoption of sustainable aviation fuels is a critical step toward reducing the industry's carbon footprint.
Transport & Environment, a European coalition of non-governmental organizations, has warmly welcomed the EU's green fuels law for aviation. Matteo Mirolo, aviation policy officer at T&E, commended the agreement as a significant milestone: "This pioneering deal is an unwavering endorsement of the world’s largest green fuel mandate for aviation. The EU doubled down on synthetic fuels, which are key to decarbonizing the sector, and limited the use of unsustainable biofuels in planes."
The EU's proposed targets include an emphasis on synthetic fuels, particularly e-kerosene, as the only type of SAF that can be scaled up to meet the sector's growing fuel demands. This approach is expected to drive the growth of SAFs, but it comes with the condition of stricter safeguards to ensure that no unsustainable biofuels find their way into aircraft tanks.
While the ReFuelEU Aviation proposal is a significant step forward, Mirolo stressed the need for continued effort: "The ramp-up of SAFs can now start, but there is more work to be done. Ensuring the success of SAFs will require industrial support policies for synthetic kerosene and stronger safeguards to prevent unsustainable biofuels from entering airplane tanks."
